Free elementary education with high quality which is the Pendidikan dasar gratis bermutu yang menjadi prioritas utama pemerintah harus terpenuhi sebab biaya pendidikan dasar gratis standar nasional hanya perlu dana sekitar Rp 157.22 trillion. By raising the  education budget to 20% of the APBN of 2009, the education budget will reach Rp 224 trillion. This was mentioned by Abbas Ghozali, Head of the expert team on Education Budget Standard of the National Standard Body (BSNP) in a discussion on “Choosing Priority for the People to Receive Qualified Education” that was organized by Institute for Education Reform (IER) Universitas Paramadina in Jakarta, Thursday (8/21).
