The scientific paper is the obstacle

JAKARTA, KOMPAS—Public servant teachers of senior high school and primary school level are getting difficult in achieving the degree of more than IV/A because of lack the ability in writing scientific paper, whereas, it is one of the requirements in getting promotion.

Based on the data of National Civil Service Agency (BKN) in the year 2005, there are around 1, 4 million public servant teachers. Most of the teachers are in the III/A up to III/D degree which are totally 996.926 teachers. On the other hand, in the IV degree there are 336.601 teachers, with the details as follow: 334.114 teachers in IV/A, 2.318 teachers in IV/B, and 84 teachers in IV/C.

Suparman, the Head of Indonesian Independent Teachers Federation (FGII), in Jakarta, on Thursday (26/3), said that the government should support the teachers in the basic and senior high level to get their degree as high as they can. He added, “For the teachers, the degree is not only a matter of proud but also the increase of salary,”

To get a promotion, the teachers need not only to fulfill the teaching duration in the class, but also to write a scientific paper and do a research as well.
Suparman further explained, “Unfortunately, teachers are not fully aware of the promotion procedure,”

Professional Teachers
Sulistyo, the Head of Indonesian Teachers’ Union, said that the development of teachers’ competent to be professional teachers is also the responsible of both local and central government. Therefore, the development in writing scientific paper and conducting a research has become the priority in the trainings for teachers.

Sulistyo said, “Efforts in developing the professionalism and welfare of the teachers should be done by, government, schools, and teachers, hand in hand. The promotion is not only for public servant but also for private teachers.
By the existence of the teachers’ and lecturers’ law that requires the professional teachers and guaranteed welfare, eventually, the private teachers should join a degree up-grading just like the public servant teachers.

Jawane Malau from the sub-directorate of Education and Training for Human Resources, Education and Training Founding, National Education Department, said that the government realize the conditions of the teachers in primary school, junior high school, senior high school/vocational school, most scientific paper and conducting classroom action research is developed through direct training or online in national education network (jardiknas).
He said, “The lack in writing the scientific paper must be solved.” According to his opinion, teachers will eventually be guided by experts to be able to write qualified scientific papers. Besides that, teachers will also be trained to conduct simple research in their surroundings. The training will be very useful for teachers that they will no longer get difficulties in higher than just IV/A degree.
